Retirement documents (UP-2, UP-3)
We collect and prepare the documents on insurance record and income (forms UP-2 and UP-3), verify the data and help you submit the pension application to the National Social Security Institute.
We prepare the UP-2 and UP-3 certificates of insurance record and insurable income, cross-check the figures in them and help you file the pension application with the NSSI.
What is included
- Preparation of UP-2 (insurable income) and UP-3 (insurance record) certificates using the NSSI templates.
- Checking the insurance record and income data in the employer's documents.
- Assistance in obtaining documents from former employers and archives.
- Assistance with filing the pension application with the NSSI.
Who it is for
For people who are about to retire and need to gather their documents. For employers who receive requests from former employees and need to issue the certificates.
Documents on insurance record and income for the years before 2000 are the hardest part of preparing for a pension. Many enterprises from that time have closed or been restructured, the payrolls are in archives, and the entries in the employment record book are sometimes incomplete. For the period from 1 January 1997 to 31 December 1999, the NSSI data is supplemented with documents, including UP-2 (source).
A missing or inaccurate document can reduce the amount of the pension or delay its award. That is why we check the data before filing: do the periods in the UP-3 match the employment record book, is the labour category correct, are there any gaps that need to be explained.
For the employer, issuing the certificates requires access to the payrolls for the relevant years. Payrolls are kept for 50 years (source: Art. 12(1)(1) Accountancy Act).
Statutory deadlines
- For the period after 31 December 1999, the NSSI uses the data from the Register of Insured Persons. For earlier periods, and for self-employed persons for periods before 1 January 2007, documents such as UP-2 are submitted (source).
- Insurance record up to 31 December 1999 is proven with the employment record book and UP-3, depending on the case (source).
- The pension is awarded from the date on which the entitlement arises if the application with the documents is filed within 2 months of that date. If it is filed later, the pension runs from the filing date (source).
- The certificate templates are published by the NSSI (source).
Documents from former employers and archives often take time, so it is advisable to start collecting them several months before your retirement date.
What the client provides
- Employment record book (original) and other documents on insurance record.
- A list of employers and periods of employment, especially before 2000.
- Documents you already have: old certificates, official statements, contracts.
- If you are an employer: the payrolls and personnel files for the relevant periods.
How we work
- We establish the periods and employers and which documents are missing.
- We collect and prepare the documents using the NSSI templates.
- We check the insurance record and income data.
- We assist with filing the application with the NSSI.
If a document cannot be found, we look for a substitute: a certificate from an archive or another document on income that the NSSI accepts. We also tell you how the gap will affect you before you file the application.
Frequently asked questions
Do I need a UP-3 for my entire length of service?
No. For the period after 31 December 1999, the NSSI uses the Register of Insured Persons. Documents are submitted for earlier periods or in certain circumstances (source).
What if the company I worked for no longer exists?
The documents may have been transferred to an archive. We will check where the payrolls are kept and assist with the certificates.
When should I file my pension application?
Within 2 months of the date on which you become entitled. The pension is then awarded from that date (source).
I am an employer. Can you prepare the certificates for us?
Yes, if you provide us with the payrolls and personnel files for the relevant periods. The certificates are signed by the employer.
How early should I start collecting documents?
The earlier, the better. Documents from archives and closed enterprises take time, and the application must be filed within 2 months of the entitlement arising for the pension to run from that date (source).
